REQUEST FOR PROPOSALS

MEDIATOR FOR THE CALGARY SETTLEMENT SECTOR

IN BRIEF

The Alberta Association of Immigrant Serving Agencies (AAISA) is seeking a certified Mediator to strengthen the working dynamics and collaborative practices within Calgary’s newcomer services and settlement sector. The first part of this project will be to understand and address the inter-agency relationships and dynamics present within Calgary, the effects they have on the sector and defining success for the sector. The outcome of this will be the establishment of a mutually agreed upon context of the challenges present within the sector. This context will then allow for the creation of a working agreement that will outline recommendations for future communication, collaboration, and interaction to support the sector moving forward.

SCOPE OF WORK

The goal of this project is to strengthen the working dynamic and collaborative practices within Calgary’s newcomer services and settlement sector. This will be accomplished through the use of a certified, third-party Mediator that will work with the CEO/ED/President of each participating agency. The first part of this project will be to understand the history, dynamics, and relationships present within Calgary, and work with the sector to define communal success. The outcome of this will be the establishment of a mutually agreed upon context of the challenges present within the sector. This context will then allow for the creation of a working agreement that will outline recommendations for future communication, collaboration, and interaction to support the sector moving forward.

The project must be completed by March 31, 2021. CEOs/Executive Directors/Presidents from newcomer serving agencies will participate and be expected to participate in three meetings each, with one being an individual meeting with the mediator and the others being group meetings with other participating agencies.

PROJECT DELIVERABLES

The Mediator will be responsible for delivering the following:

Organizing and facilitating a minimum of 10 meetings, with additional meetings added subject to the additional agencies who may wish to participate:
An initial meeting with AAISA Executive Director to provide previously received sector context and feedback.
One-on-one meetings with settlement service providers to understand individual agency concerns, histories and dynamics and define success.
Group meeting with settlement service providers to better understand inter-agency dynamics and the systemic concerns in the sector
Follow up meeting with all participating agencies to deliver the framing document/report generated by the mediator and to review a confidential Calgary newcomer services working agreement that sets the stage for future work and representation in the sector
Developing and sending out an open call to all newcomer services providers within Calgary ecosystem that have concerns to raise or wish to participate in this process
A framing document/report, as applicable at the discretion of the Mediator, that outlines the context of Calgary dynamics, as well as the concerns and issues identified by the participating agencies. This document will be anonymized so as to not attribute feedback to specific agencies or individuals.
A working agreement to guide inter-agency workings going forward, which will be shared with and signed by all participating agencies.

AAISA will be responsible for:
Providing the Mediator with contact information for all the
settlement service providers that
Providing guidance and information to the facilitator as required.

Creating a Services Contract and payment schedule for the Facilitator and paying all associated invoices.

INTELLECTUAL PROPERTY

Proprietary right to all data, materials, documentation and products originated by and prepared pursuant to the contract shall belong exclusively to AAISA. The contractor will acknowledge and agree that any Product and/or Deliverable created shall be considered a “work made for hire” and all rights to said Product and/or Deliverable shall belong exclusively to AAISA. The contractor will be prohibited from disseminating products and information developed.

PROPOSAL

We require a detailed proposal with a cost estimate and projected timelines for the project that includes the above deliverables. PLEASE NOTE that the proposal should not exceed $12,836.

The project must be completed no later than MARCH 31, 2021.

The proposal should include:
Project design: proposed activities, cost estimates, and timeline for the various components (approach to meditation, facilitation, etc.) of the project
Resume of the Project Leader responsible for the development and coordination of the project
Portfolios of previous work
Two references, phone numbers and emails of people for whom you have developed/delivered courses or workshops previously.

SELECTION CRITERIA & PROCESS

The following are the criteria we will use in the selection process:

Detailed plan and timeline (including projected costs for each component).
Demonstrated expertise in mediation and facilitation
Experience working with C-level staff in the non-profit sector
Technical knowledge of virtual platforms used for meeting facilitations
Experience with multiple stakeholder-style meetings
Knowledge of Alberta’s Settlement and Integration sector is an asset
Fluency in English
Fluency or knowledge of French is an asset

The proposal will be reviewed in detail according to the above criteria. Shortlisted candidates will be asked to participate in an interview. All applicants will be promptly notified when a selection has been made.
