Job Information

Located in Yellowknife, the Manager, Financial Reporting reports to the Territorial Comptroller, Financial Analysis. The Manager directs all aspects, from start to finish, of the NTHSSA consolidated and non-consolidated financial statements and other financial reporting, within the timeframe of an approved work plan and the statutory deadline for tabling of the Public Accounts. The Manager is responsible for the Environmental Liabilities account, an area that has significant potential financial implications. The manager ensures the accuracy of the NTHSSA’s accounting and financial reporting system(s) through review and reconciliation of the general ledger accounts and is responsible for approval of account codes.

The Manager, Financial Reporting supervises Senior Finance Officer and Financial Analysts positions.

The Manager, Financial Reporting is responsible for the preparation, integrity, and accuracy of the consolidated and non-consolidated financial statements of the Northwest Territories Health and Social Services Authority

(NTHSSA) and other financial reports and coordination of the annual audit of the NTHSSA’s financial statements in accordance with the Financial Administration Act and Regulations and other relevant legislation, regulation, and policies including financial reporting standards of the Public Sector Accounting Board (PSAB).

The incumbent ensures provision of expert professional advice, assistance, training, and interpretation to departments, boards, and agencies on issues relating to generally accepted accounting principles, the Financial Administration Act, Financial Administration Manual and the PSAB Handbook.

The work of the Manager is critical to ensuring the validity and integrity of the NTHSSA’s financial statements which impacts the annual Audit by Office of the Auditor General and recommendations arising from that audit.

Typically, the above qualifications would be attained by:

Completion of a Professional Accounting Designation (e.g. CPA, CA, CGA, CMA) with an active membership in a recognized professional accounting association combined with five years of financial management experience and two years of supervisory experience. Equivalent combinations of educational qualifications and experience will be considered on individual basis.
