The Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.

Job Information

The Regional Manager, Income Security Programs, is responsible for the management and delivery of Income Security programs to eligible residents in order to encourage self-reliance and to ensure that clients receive effective and efficient services, effective career counseling and appropriate financial support. This position holds a statutory appointment under the Social Assistance Act.


  • The ability to synthesize information, to recommend, review, evaluate and approve documents, and facilitate the preparation of briefing notes
  • Excellent interpersonal skills, team building skills, verbal communication skills, listening skills and the ability to present views and ideas in a clear and concise manner
  • The ability to write concisely, to express thoughts
clearly and to develop ideas in a logical sequence, handle complex oral and written material and exercise discretion in the handling of confidential information
  • The ability to conduct research; interpret Acts, regulations, policies, guidelines; analyze, coordinate, and apply information; and the ability to foster the development of these skills in others
  • Typically the above qualifications would be attained by:

    • A Bachelor Degree in Business, Education or a related Social Science Discipline and four years of progressively directly related experience (experience in the implementation and delivery of Income Security Programs, experience managing program delivery, leading and supervising program delivery staff and managing a complex budget) and 2 years of proven supervisory experience.
    • A valid Class 5 Driver's License is mandatory
    • The incumbent must be able to successfully complete the Income Assistance Statutory Training and CMAS Training within an established timeframe (1 - 3 months).
